Arranging a place and paying for it in Norfolk

The care needs assessment

Residential care is easier to organise once the need has been recorded formally, so an assessment is the sensible first step rather than an afterthought. Any adult who appears to need care and support may request one, free of charge and whatever their income or savings. The assessor looks at personal care, mobility, memory, night time safety and whether support at home could still work. Norfolk County Council carries out these assessments and arranges funded support for people who meet the eligibility criteria, and a relative may make the request on somebody else's behalf. The written outcome sets out eligible needs and shapes everything that follows.

How placements are funded

A residential place is charged as a weekly fee that covers the room, meals, laundry and personal support, with fees differing from one home to the next according to what is provided. A financial assessment runs alongside the needs assessment, weighing income and capital against national thresholds to establish who pays and how much. Where the council funds or part funds a placement, families sometimes meet a third party top up if the chosen home costs more than the council will pay, and that agreement should be in writing from the outset. People whose needs are primarily clinical should ask about NHS continuing healthcare, which is assessed separately and paid for by the health service. Ask every home for a written fee schedule showing exactly what falls outside the weekly rate.

Comparing the care homes in Norfolk

Making use of the ratings

Across these two hundred and fifty six homes the ratings vary a great deal. Faldonside Lodge holds an Outstanding rating, while Good covers the largest group and includes Fairland House, Bungay House and The Laurels Care Home. A notable number, among them Rosedale House, Lynfield and The Willows, are rated Requires Improvement, and Merle Boddy House is currently rated Inadequate. A handful, including Sunny Court, have no published rating yet. Where a report is critical, check its date and ask the manager what has changed since the inspectors visited.

What to notice on a visit

Arrive without a fixed appointment if the home allows it, then watch how staff speak to residents who are not expecting company. Look at whether people are up, dressed and occupied, whether the lounge is quiet in an uneasy way, and how mealtimes are handled for anyone needing help to eat. Ask about staffing overnight, how many permanent staff have been there more than a year, and how agency use is managed when someone calls in sick. Ask what happens if needs increase, since a residential home cannot always keep somebody who later requires nursing. Talk to relatives in the car park if you can, as they will tell you plainly what the brochure does not.

Weighing the practical details

Location counts for more than families expect, because the homes that work best are usually the ones visitors can reach easily and often. Beyond that, compare what the weekly fee actually covers, how the home handles trial stays, and whether the room on offer is the room your relative would keep. Ask about the routine on an ordinary Tuesday rather than the activities programme on paper, and about how residents who prefer their own company are supported. Where a home has recently changed manager, ask how long the new one has been in post, since leadership is the factor inspectors most often link to a change in rating.
