What should we ask before agreeing a package?

How does home care compare with a care home or a nursing home?

Home care brings support to a person where they already live, in scheduled visits, leaving the rest of the day their own. A care home provides accommodation, meals and personal support with staff available at all hours, which suits someone no longer safe alone between visits. A nursing home does everything a care home does and additionally has registered nurses on site for clinical needs such as complex wound care. The care needs assessment is the right place to establish which of the three fits, and many households begin at home and consider a move only much later.

Can Torbay Council pay for home care?

The needs assessment

An assessment of need is free, open to anyone who appears to require support and unaffected by savings. An assessor considers washing and dressing, mobility, medication, meals, continence and the risks someone faces alone at home, and the outcome is set down as a care and support plan. Request one from Torbay Council adult social care, which is responsible for assessments and for agreeing any funded support that follows. A relative providing unpaid care can ask for a carer assessment of their own at the same time.

Why the means test is kinder at home

A financial assessment examines income, savings and capital, but the value of the property a person lives in is not counted when support is delivered there.
