Choosing between the care homes in New Milton
Nineteen Good ratings on a single list is a pleasant problem to have, because it means the published grades will barely narrow the field. The work moves instead to the detail underneath them.
Getting more out of an inspection report
A Good rating is assembled from separate judgements about safety, effectiveness, caring, responsiveness and leadership, and homes are rarely equally strong across all five. Read what inspectors said about staffing levels, medicines, and how people are supported to make their own choices, and note when the visit took place, since a home can change a great deal in a year. One home here holds an Outstanding rating, which is worth reading closely to see what inspectors thought exceptional. The two homes without a rating are usually recently registered rather than troubled, though they leave you with less published evidence and more to ask in person.
What to notice when you visit
Choose an inconvenient hour, such as late afternoon or the middle of a meal, and go back a second time if you possibly can. Watch whether staff know residents by name, whether people who cannot easily ask for help still get it, and whether the place sounds like somewhere lived in rather than somewhere supervised. Ask how long the manager has been in post, what turnover has been like and how the home supports a resident whose needs increase. Ask about food, visiting, activities on a wet weekday and what happens overnight, then set the answers beside the report.
Arranging the place and settling the funding
The formal route is worth following even for families who expect to pay their own way, because it produces a clear statement of need.
The care needs assessment
Anyone who appears to need care is entitled to a free assessment, whatever their savings. A social worker or occupational therapist considers washing and dressing, meals, medication, mobility and safety alone at night, and speaks to relatives as well as to the person. Hampshire County Council Adult Social Care carries out that assessment and the financial assessment that follows. A separate carer's assessment belongs to the relative who has been providing support, and it is regularly forgotten in the rush.
Fees and contributions
The financial assessment weighs income, savings and capital, then sets what the person pays and what the council pays, if anything. Above the national threshold a placement is privately funded and arranged directly with the home. Below it, the council contributes up to a level it considers sufficient for assessed needs, and a third party top up may be sought where a more expensive home is preferred. Ask for the weekly rate in writing, what sits outside it, how often fees are reviewed and what notice is given of an increase. Ask too what happens if savings fall to the threshold while someone is already living in the home, since a clear answer now prevents an unwelcome conversation later, and confirm whether the room would be kept during a spell in hospital.
