About Swallowtail Place

We at Swallowtail Place are a home care agency based in Norwich, offering compassionate support to people in their own homes across Norfolk and the wider NR postcode area. Our focus is on delivering personalised home care that helps individuals maintain independence, dignity, and comfort in the place they know best. Operating from within the Norwich community, we bring care directly to the doorsteps of those we support. Being based locally means our team understands the rhythms of life in this part of the East of England, and we work closely with families, neighbours, and healthcare partners across the region to provide continuity and familiarity. Because our care is delivered in each person's own home, the environment is shaped by the resident themselves, whether that is a quiet bungalow, a busy family household, or a sheltered flat in the heart of the city. Our specialisms cover older person care, home care, and support for younger adults. In practice, this means we tailor every package of support to the individual in front of us. For older people, this may involve help with personal care, medication prompts, mobility support, companionship, and assistance with the everyday routines that keep life comfortable and enjoyable. For younger adults, our approach centres on enabling independence, supporting daily living skills, and helping people pursue the interests, relationships, and goals that matter to them. Home care, at its heart, is about flexibility, and we work with families to build a schedule of visits or ongoing support that fits around real lives rather than rigid timetables. We believe families deserve honesty about quality, and so we want to be transparent about our current position with the Care Quality Commission. Following the inspection dated 24 February 2026, our overall rating is Inadequate, with Safe, Effective, Responsive, and Well led each rated Inadequate, and Caring rated Requires Improvement. We recognise how difficult this may be to read for anyone considering care for a loved one, and we do not take these findings lightly. A rating of this nature signals that significant improvements are required, and we are committed to listening carefully to the concerns raised, working openly with the regulator, and taking meaningful action to strengthen every aspect of the support we provide. The Caring domain rating reflects that the human warmth of our team remains a foundation we are determined to build upon as we improve. If you are exploring home care options in Norwich for an older relative or a younger adult, we welcome open and honest conversations with families. We would be glad to speak with you about the steps we are taking, answer your questions directly, and help you make a fully informed decision about the care that is right for the person you love.

What the inspectors found

A plain English summary of the Care Quality Commission inspection behind the current rating of Swallowtail Place. Report published 24 February 2026.

  • Inspectors assessed the service between 11 November 2025 and 15 December 2025, with unannounced visits on 11 November 2025 and 19 November 2025.
  • 44 people using the service at the time
  • First assessment of the service

Safe

Inspectors found risks to people had not all been identified and reduced, and where risks were identified, their management was not good enough. A lack of immediate action after falls meant a person continually came to harm. Inspectors found medication errors. CQC found a breach of the legal regulation on safe care and treatment.

Effective

Care plans did not contain enough information for staff to provide care and support that was safe, consistent and effective. People raised concerns that agency staff did not know how to support people effectively.

Caring

People told inspectors that permanent staff met their needs and were kind and consistent. They raised concerns about agency staff. Sometimes there was a language barrier, which meant people did not receive the right care and made them feel vulnerable.

Responsive

Care plans did not show that people received person-centred care. People said they enjoyed the layout of their flats and organised activities with other tenants in the communal area.

Well-led

Inspectors found the provider did not have an effective quality assurance and governance system, which left people at risk of harm. Quality audits had been completed but did not show they were meaningful and effective. Medication audits had not found the medication errors. People said there had been no consistent manager in the last 12 months, and not everyone had met the new manager. CQC found a breach of the legal regulation on governance. The provider sent an action plan and put a team of experienced managers and directors in place to support urgent improvement.

What people told the inspectors

The feedback from people was not always positive. They said permanent staff were safe, kind and consistent, but raised concerns about agency staff and the lack of a consistent manager.
