Arranging care in Looe and working out who pays
The care needs assessment
A free assessment of needs is available to anybody who appears to require care and support, whatever their savings. You can request one from Cornwall Council adult social care, or ask a GP, district nurse or hospital discharge team to refer. The written outcome sets out what help is needed and why, which gives homes a clear brief to quote against and is useful even to families funding a placement privately. Ask for a carer's assessment at the same time if a relative has been providing much of the support.
Where the council may contribute
A financial assessment then compares income and capital against the national thresholds. Those above the upper limit normally meet the fee themselves, while those below may receive partial or full support. Where somebody's needs are chiefly clinical rather than social, NHS continuing healthcare is assessed separately and can cover the entire cost. If the preferred home charges more than the council will pay, a third party contribution can sometimes bridge the gap, provided it is sustainable over years.
Fees in context
Fees are quoted weekly and vary with the room as much as the level of care, so ask what sits outside them, such as chiropody, hairdressing and escorted hospital appointments. Establish how often fees are reviewed and what the last increase was before you sign anything.
Choosing the right home in Looe and what to look for
What the inspection record shows
Atlantis Care Home and Rivermead View are both rated Good, while Restgarth Care Home currently holds an Inadequate rating. An Inadequate judgement means inspectors found significant shortfalls against the standards the Care Quality Commission applies, and the report sets out precisely what those were. If you are considering that home, read the report in full, ask the manager what has changed since the inspection and what evidence they can show you, and find out when a further inspection is expected. For the two homes rated Good, look at what was said about staffing levels, medication and how concerns from families were handled.
What to look for on a visit
Staff turnover tells you more than the furnishings, because continuity shapes everything from mealtimes to how quickly somebody is noticed to be unwell. Ask how long the manager has been in post and how many agency shifts were used last month. Watch how staff speak to residents in passing rather than during the tour, and whether people look occupied or merely seated. Check how easily residents reach the garden and whether they choose when to get up and go to bed.
Questions worth asking
Ask how many residents one carer supports overnight and how sickness is covered at short notice. Ask what happens if your relative's needs increase and whether they would have to move elsewhere. Ask how families are told about falls, infections and changes to medication, and how often care plans are reviewed with relatives present.
